try deleting the options.cfg from your BC folder...  that should fix that...

As an aside for what Jimmy said:

If you are using a widescreen monitor then:
Please attach options.cfg, you may need to zip it first.
I'll set it in Windowed mode for you, and then please ensure you start in -TestMode, I surmise that you have a widescreen monitor, and the particular size isn't supported. It's a bit odd, since I thought that 1280x1024 was supported.
