As suggested by Darkthorne:

If your Max 3.1 freezes up during start-up after you add the stbcexporter.dlu file into the plug-ins directory, check to see if you have a USB gamepad or joystick hooked up to your computer.  Remove it and max should work again.  It seemed to work for me.

it appears not to be an issue with usb mice, as I've used it with a usb mouse as well as keyboard.

Not sure where to post this. I'm trying to use Max 3.1 because it has the only good exporter for NIF format. Problem is these darn drivers, lol. Can someone help ol' Scotty out. Thanks in advance.  8)

Max3 uses something called a "dongle", which is a piece of hardware that verifies that you own the software.

I'd still check if you have a USB device plugged in (basicly, try what DJ Curtis has found out).

Wow, my dongle is'nt working right, lol. Who'd have guessed that one. Anyway, all usb ports are empty. Mouse and keyboard are all I use.("The keyboard. How quaint") I can still import/export from max 7 to ultimate unwrap3d. Then save to milkshape and export with it. Thanks Mleo, I appreciate your help. 8)
